No the visible spectrum is a specific selection in the electromagnetic waves that is present in the universe. The human eye can respond to wavelenths of 390-750nm. The retina in your eye collects wavelenth information that is reflected/refracted from a given surface… once that is converted form light to electronic information through your photoreceptors —>bipolar cells —> ganglion cells it passes through your optic tract to your primary visual cortex processing that information into a spatial image.
